Make CPPFLAGS, not CFLAGS, include G_THREAD_CFLAGS. CFLAGS is used while

	* configure.in: Make CPPFLAGS, not CFLAGS, include
	G_THREAD_CFLAGS. CFLAGS is used while linking too and thus GLib
	programs would link to the threads library on some platforms. Also
	fixed a bug manifesting through this change.
