Backport !3669 “meson: Improve PTRACE_O_EXITKILL presence check” to glib-2-78

Trivial backports of !3669 (merged) and !3671 (merged) to glib-2-78.

Update: Abandoned the backport of !3671 (merged) because it depends on newer Meson features than we can use in glib-2-78.
