Switch to using gi-docgen for docs (batch 1)

This branch is meant as the workspace for #3037 (closed).

Feel free to contribute by pushing to this branch.

The rough plan for how to proceed is spelled out in #3037 (closed).

The initial files here are copied from the docs-gtk-org branch of gtk.
