Enable Python UTF-8 mode for Windows CI jobs

Luca Bacci requested to merge lb90/glib:gitlab-ci-enable-python-utf8-mode-for-windows into main

It makes things more consistent across Unix and Windows platforms, and will become the default in Python 3.15 anyway.
