docs: Add a Meson version policy and bump Meson version in CI

This also pulls in the PCRE version bump from !2611 (closed) so that I don’t have to rebuild the CI images for it separately, and the meson.can_run_host_binaries() change from !2544 (closed) to fix associated Meson warnings.
