Add GPowerProfileMonitor

Adds a GPowerProfileMonitor interface that expose a power profile from the host.

Currently it has a single implementation using power-profiles-daemon on Linux.

I will create a backend to use xdg-desktop-portal next.

Note this is targeting 2.72 but still has the macros for 2_70.
