tests: Skip GMemoryMonitor tests if the dbusmock template is not available

Iain Lane requested to merge wip/laney/skip-memory-monitor-tests-if-dbusmock-is-too-old into master

This template is not currently in any released version of dbusmock so the memory-monitor tests can't easily be run.

An alternative would be to ask pitti to create a release (and then ideally document the requirement). But as it stands now you need an unreleases dbusmock to run these tests.
