ci: Add libdbus development files to CI Docker images

Simon McVittie requested to merge smcv/glib:ci-libdbus into master

We use these to test interoperability between libdbus and GDBus.

!1176 (merged) makes more use of these than we have done in the past.

Please could a GLib maintainer upload the resulting images? (Or I can try to build them locally and upload.)
