gsubprocess-testprog.c: build error with cygwin (sys/ptrace.h: No such file or directory)

This was added in cf55c311 and partly adjusted to be linux specific with !3532 (merged), but not the above code.
I'm wondering if those tests should also be guarded by __linux__
or if we should check for __CYGWIN__
instead?
(I can't test if the test works under cygwin right now, since the build fails in other places too which I haven't looked into)
