Glib(?) does not fallback to default glibc formatting if a locale formatting of a certain element (this case time_fmt_ampm) is an empty string

Use cases
Can not view created and modified timestamp through nautilus' properties dialog on certain locales which are missing the "Dates & Times" format. Ideally, missing formats from Locales are worked around. This would be nice for tracking the timestamps of files and folders
