GMemoryMonitor should have a backend for systemd MEMORY_PRESSURE_WATCH API

It seems there's no some sd-event support in systemd: https://github.com/systemd/systemd/blob/main/docs/MEMORY_PRESSURE.md

Although I'm not quite sure how to wire the two things together, I was asked by Lennart to file this issue. :)
