glib ignores GNU libiconv, forces use of native libiconv on Mac Sierra

Description
I have a Mac running Sierra. When I run configure, even with libiconv=gnu and the libpath set to search /usr/local/first, glib links in the native libiconv in /usr.
This causes PyQt for to fail, since it uses iconv_open in glib.
Solution - set up a ICONV_LIBS variable to the path of the library you wish to use, and honor it. Also honor the libpath set up in the user's setup. Your current setup forces it to search /usr first, and then only /usr/local.
