	If LIBCHARSET_ALIAS_DIR is set, look for charset.aliases there.

	* tests/Makefile.am (TESTS_ENVIRONMENT): set LIBCHARSET_ALIAS_DIR
	so we don't depend on charset.aliases having been installed
