installed-tests: disabled environment proxy fails the test
Debian and Ubuntu use the installed-tests feature as part of their autopkgtest system.
I tried disabling the environment proxy option in 2.74.0 but this causes the installed tests to fail.

FAIL: glib-networking/environment-libproxy.test (Child process exited with code 127)
I get the same failure with 2.76~beta where the environment proxy is disabled by default.
