Solution: Remove the --nonet flag from both `man/Makefile.am` and `man/meson.build`.
It might be worthwhile to note that docbook's active development has moved to Github and that the most recent version of that script is `https://raw.githubusercontent.com/docbook/xslt10-stylesheets/master/xsl/manpages/docbook.xsl`.
