CI: Skip linter jobs on stable branches

Philip Chimento requested to merge ptomato/gjs:skip-static-analysis-on-stable-branches into master

The linters compare against master, and so there isn't a good basis for comparison on the stable branches. We should just skip the linters for commits on the stable branches, since they should be cherry picked from master anyhow.
