Airbrush Rate Parameter - Optimize the elapsing factor

Description
The Rate defines a delta time to increase or decrease the effects of Flow in the tools where they are present. In theory, we can adopt two ways to control effectively the output of paint tools:
- Have constant the Rate and variate the Flow or,
- Have variable the Rate and have constant the Flow value.
I have made the tests, using the two approaches, and is working correctly only the first approach.
In current GIMP the effects of first method the passages are very soft and easily controlled.
Using the method 2, with Rate variable and constant the Flow parameter produces the larges lags between in the output of paint tool. For example, if you are using the opacity, we have lags between one and another opacity value... producing long steps.
I think that this issue could be a bug specific of Rate parameter. In my opinion, the methods 1 and 2, need be reversible or equivalents.
