Custom Brush Loses Smooth Edges When Scaling Down

Description
Created attachment 213925 Example images of scaling and custom brushes used.
When using a custom brush (even a very simple one, like a solid circle with smooth edges), the edges become pixelated (no anti-aliasing?) as the brush size is decreased. This issue was not present in 2.6.11 (the last version of 2.6 I had before moving to 2.8).
I tried creating new brushes to see if it was an issue of utilizing brushes created in a previous version of GIMP but got the same result. If this is somehow user-error on my part, I'd love to learn what I'm doing wrong.
Attached is a .zip file containing the following:
1.) Example of proper scaling of a native GIMP brush compared to flawed scaling of a custom brush in 2.8.
2.) Example of proper scaling of a custom brush in 2.6.11 compared to flawed scaling of the same custom brush in 2.8.
3.) The custom brushes used.
Unfortunately, this is a deal-breaker for me, as I depend heavily on custom brushes (particularly logos as brushes) for web graphics and print advertisements for our business. This is why I've set severity to Major. This is the first bug I've reported for anything, so if that severity is inappropriate, I apologize.
As much as I LOVE layer groups, single-window mode and on-canvas text editing, I can't work without my brushes and will have to revert to 2.6 until custom brush scaling is fixed.
