Incorrect area layer order in image maps

The image map editor has the layer order in reverse
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Load up an image.
- Open the image map editor.
- Create two overlapping areas.
- Select one of the areas.
- Hit the "move area to bottom" button.
- Save the map
- Open the map as html in a webbrowser. …
Expected result: The area that was selected has a hit area under the other area.
Actual result: The area that was selected has a hit area over the other area.
Additional information
The plugin seems to think that overlapping areas are illegal. This is untrue. The arrows to move entries in the list are flat out unimplemented. The documentation even calls out this fact!
