HEIF compression leaves gray pixels instead of white in some areas

Description of the bug
Whenever you export an image which , GIMP will make the borders gray which completely destroys the quality on close-up inspections. This is something I have not seen in other implementations even on lowest settings. Here is an example comparing a PNG (left) to a HEIF image (right):

Expected result: The shapes' borders should be.
Actual result: The borders are gray.
