Poor UX from reuse of mnemonics

Description of the bug
The Image menu has two entries for O, Crop to Content and Image Properties. This means that I can't simply hit ALT+I O ENTER to execute Crop to Content. Instead, I have to hit ALT+I O, look to make sure that Crop to Content is selected, and then hit Enter. This extra slowdown completely defeats the purpose of having a hotkey.

Always reproducible.
Reproduction steps:
- Press ALT+I. The Image menu should open.
Expected result:
There should only be one option with an underlined o. For example, O could execute Crop to Content and Image Properties could not have an underline (it's already bound to ALT+ENTER by default). Alternatively, Crop to Content could have the c underlined (c isn't used elsewhere in the menu).
Actual result:
Both Crop to Content and Image Properties have an o underlined, making the hotkey ALT+O refer to both of them, alternating each time it's pressed.
