Why is Patter-Layers Dialog Upside-Down Compared to Prior Versions - Restore?

Description of the feature
The Layers-Patters dialog in all prior versions was set with Layers on top and Patterns on the bottom. Moving to gimp 2.10, they seem reversed with Patterns on "Top" and Layers on "Bottom". Why?
It took at good 20 minutes to search and find other complaints about the same topic to find out how to drag all Patterns/Brushes/etc.. from the "Top" and then to drag all the Layers/Paths/etc.. just to restore a familiar interface to work with.
Why make every user that has used gimp for a decade go through the process of flipping the right-hand side doc to get the familiar interface back? If a handful of people want to try something new, they can change the familiar interface to whatever they like it to be. It seems bewildering from a human-factors and interface design standpoint to upend an established interface.
After much effort the following default was restored (consider returning the default in 2.10 to it)
