Wrong identification of variants of certain fonts, e.g. Times

Description of the bug
I'm pretty sure this is not a bug in GIMP itself but in a library that handles fonts, but I have no idea which one, so I hope someone else knows where to forward this to.
The ‘Bold Italic’ style of the OS X system font ‘Times’ is not identified correctly. It shows up as Times Italic #1
and does not look like Times at all. A similar problem occurs in this build of Inkscape, which is why I'm sure this is a bug in a font library used by both these projects. I have been poking around with fontconfig commands installed through XQuartz, but I couldn't find anything abnormal for the Times font. It may be the particular version bundled with these app packages that has this problem, or it is in another library.
Reproduction
Is the bug reproducible? Always.
Reproduction steps:
- Select the text tool
- Type ‘Times’ as font name
- Try to select ‘Times Bold Italic’
Expected result:
There is a ‘Times Bold Italic’ and it looks like a bold italic variant of Times.
Actual result:
There is no ‘Times Bold Italic’, instead there is Times Italic #1
and it looks like some sans-serif font.
