New 2.10 dialogue for scaling and rotating can't be properly interacted with using a stylus

Description of the bug
When rotating and scaling, a new dialog appears on the top-right of the screen (which by the way, always displays under other dialogues by default and is thus easily obscured, and there appears to be no way to change this, so assistance with this would be appreciated).
When interacting with this dialog using the stylus of my Wacom Bamboo, most of the time it won't register anything I click on. Even if I don't interact with it and instead use the part of the tool that's displayed on the canvas and drag it around, it will randomly vanish while I'm making changes to the rotation/scale. The same does not happen with a normal computer mouse, or when the window is popped out from its default location of being embedded in the top-right of the image screen.

Reproduction steps:
- Use a tablet
- Click on the rotation/scaling tool
- Try to rotate/scale part of the image.
I often do switch tools in between scales/rotates, and often but not always cut and paste a part of the image before doing scales/rotates. So far I haven't really been able to narrow down whether these two things affect whether the bug occurs.
