Tool Options DND window obscures Mac menu bar

Description of the bug
There is a small box labeled "Tool Options" with an easel icon stuck in the top left corner of the screen. Clicking on it simply brings GIMP to the foreground. This box can't be moved, and it covers the apple, GIMP-2.10, and most of the File items on the menu bar.
Is the bug reproducible? Randomly; the box disappears after restarting the application, but has re-appeared while working on an image, and I wasn't paying attention to when it came back.
So far, unknown. Mostly what I've been doing is:
- Create a new image from the clipboard (screen shot)
- Add a new transparent layer
- On the new layer, select circles and fill them in
- Add text (numbers) on the circles
The "Tool Options" box seems to appear sometime during step 3, but it has only happened when I wasn't paying attention.
All elements of the GIMP UI should be contained within the GIMP window(s). In particular, this "Tool Options" box should be between the toolbox and the options for the selected tool. (It is there as well, but also in the corner of the screen.)
