Layer title unexpectedly becomes unreadable when using Dark Theme in Ubuntu.

Description of the bug
When the Dark Theme is selected and one or more layers are in the Layers dialog, selecting a layer makes the layer title (to the right of the thumbnail) go from white to too dark to be readable. Clicking in the image or various other places on the screen make the title turn white again.
Side effect: If a layer title is left dark and the image is closed, the next time a new image is opened the layer title starts out dark instead of white. It can be returned to white as above.

Is the bug reproducible? [Always]
Reproduction steps:
- Start up a Ubuntu 18.10 system.
- Start The Gimp. (edit) 3. Make sure Dark Theme is selected.
- Open a new image with File : New : OK
- Add new layer(s) if desired.
- Observe in the Layers dialog that the titles of all layers are white.
- In the Layers dialog select any layer.
Expected result: The layer title should remain white
Actual result: The layer title becomes too dark to be readable
Additional information
I have a dual boot system and can run The Gimp in either Ubuntu or Windows 10. This problem does NOT occur in Windows 10 on my system.
