Screen artifact appears when zoom set between 50% and 200%

Description of the bug
There is screen artifacts when the viewing zoom ratio is set somewhere between 50% and 200%.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Create a new file with white background
- Set zoom ratio to 101% (in the text box near the bottom edge)
Expected result: The screen should show an all-white image.
Actual result: The screen shows a white image with many black vertical and horizontal lines.
Additional information
Alternatively, similar issue can be observed by zooming to 1:1 (keyboard shortcut "1"), then zoom in to 150% (keyboard shortcut "+"). However, the issue is less pronounced at 150%, when compared to 101% or 199%. Once I zoom in further to, say, 200%, no such issue is observed. Issue can also be observed at some zoom settings less than 100%, such as 60% or 80%.
If I select the Pencil tool ("n") or Paintbrush tool ("p"), and move the cursor around on the image, the artifact may change. It may show additional artifact, or clear the artifact near where the cursor has been.
