Improve Spacebar pan-image operation

Description of the bug
The Spacebar generally allows the image to be panned, but after certain operations, the "focus" on the current image is lost and this doesn't work. For example:
You are panning an image. You then select Measure, draw a line and then select Straighten. After this operation, pressing the Spacebar no longer activates the pan operation. You must click on the image and even if the Spacebar is pressed, the Measure operation is performed. After this the panning operation works once again. The same thing happens with many other operations such as Rotate, Perspective, etc. This makes the use of this feature very unpredictable. You have to carefully watch for the "hand" icon rather than just be able to assume that it is going to work.
I suggest that after an operation, the Spacebar pan function be automatically restored through some sort of trigger (termination trap) mechanism.
