Add the free CIE palettes from freieFarbe/free Colour to GIMP

freieFarbe/freeColour is a German non-profit organisation that's working on a truly open colour standard as a free alternative to Pantone, HKS, RAL etc. Thus far it has created two colour fans for print production following the FOGRA39 standard but with alternative colour values in sRGB and Hex, as well as a printed colour atlas that uses the CIE HLC (aka CIE CLh) colour model with alternative LAB values. The atlas is accompanied by a PDF file that shows what colour can be reproduced in different colour spaces, including sRGB. Moreover, freieFarbe succeeded in creating a so-called DIN SPEC in cooperation with the German standards organisation DIN. A DIN SPEC is the little sibling of a full standard, and it is about to be published. DIN also wants to make this an ISO standard. The respective DIN SPEC "Open Colour Communication" is based on the CIE HLC Colour Atlas.
Whilst GIMP doesn't support CIELAB for its colour palettes yet (see the related issue #2011 (closed)), there's a bridge solution, namely sRGB versions in GIMP's GPL format. I've attached those to this request. Please note that the palette files are licensed CC-BY-ND to prevent a change of the colour values, which would undermine the purpose of standardisation. If this a problem, other solutions are available but would need to be discussed.
Use cases
GIMP users could use the printed colour fans or the atlas even within the limitations of sRGB as a reliable reference, and since freieFarbe/freeColour is a charity and by law prohibited from making a profit from its activities, the printed references are much cheaper than those from Pantone & Co. They are also more reliable. In the case of the atlas, each copy is accompanied by an individual production protocol and certificate.CIE-Colour_Palettes.7z
