Opening the Preferences dialogue triggers macOS dialog for installing Command Line Developer Tools

Description of the bug
Whenever the Preferences are being opened, GIMP is asking for Xcode to be installed. One can safely ignore this warning, but it is extremely irritating to OS X users, who expect a "frictionless" experience. The reality is different, of course, but from a general point of view, it doesn't make sense that configuring your software triggers a request to install development tools.

- Install the GIMP 2.10.4 DMG on a Mac
- Go to Edit > Preferences
- GIMP is asking to install Xcode, because the "lldb" command requires it.
