Colors not properly converted to image's color space

Hmm, I don't know if this is a new bug or not, but here goes:
After commit 9530b5ce the color-picked color has the correct LCh values for an image in a linear gamma Rec.2020 color space. But making a new layer with the color of the just-chosen foreground color, actually makes a new layer with a slightly different color.
The actual new color depends on whether the babl transforms are used or not, but neither color is correct.
Here's a sample XCF file that's in the linear gamma Rec.2020 color space:
To demonstrate the problem:
- Select the Color Picker tool and make sure that it's set to actually change the foreground color.
- Pick from the layer labelled "Solid color, LCh 96,29,180". The displayed LCh color values will match.
- Then make a new layer that's the color of the just-selected foreground color.
The new layer won't have the same color that was just picked, at least this is the case on my own system.
