Description
Tool blend modes fill in transparency. When you switch the blend mode on a tool (e.g. Brush) from Normal to any other mode (e.g. Hue) and draw across an area with transparency/alpha area is filled as if the brush was set to normal, the expected result is to not draw/fill transparent areas at all. The expect result occurs if you switch to legacy blend modes in the tool settings dialogue.
Reproduction
Create a new layer with transparency/alpha channel. Draw a mark using brush/pencil/etc tool with normal blend mode. Switch mode off normal to anything other then Behind. Draw across transparent area and the mark you made earlier.

1.Pick any tool. 2.Change mode to anything but Normal, or Behind. 3.Use tool on transparent section of image

Expected result: Nothing is drawn.
Actual result: Tool draws over transparency.
