Dodge/Burn tool "bleeds" into other areas

Description
When creating masks, especially of whispy items like hair, leaves, etc., it is
often necessary to dodge highlights and burn shadows to get the blacks truly
black and the whites truly white. However, when working with the dodge tool on
highlights, adjacent areas that are originally midtones or shadows will begin
to lighten as well, often before the highlight regions are completely
lightened. It would be nice if there was at least an option to "memorize" the
areas that initially classify as highlights, and then apply the dodge
exclusively to these areas, without bleeding into the adjacent midtones and
shadows. The same issue applies to burning shadows adjacent to midtone areas.
From what I have seen, the "other product" is much better at this point about
minimizing the bleeding.
