Try to use visible, contrasty icons in window-manager-controlled places (window decorations, panel/taskbar entries)

Description
Created attachment 372121 Windows 7 standard theme vs. Wilber light icon
With the current default UI (dark theme, light icons) any UI items under window-manager-control - for example window decorations or taskbar/panel entries - can appear to be without any identifiable icons if a lighter system theme is in use, or vice-versa.
The attached example file demonstrate this for Windows 7.
If it is possible to determine the background color of such places, we might want to switch to a different version for the icons to be used, or a way to ensure their visibility, in such cases
