Double click .xcf file creates copy of file in same folder, then opens it in new instance of GIMP

Description
Double clicking on a .xcf file would normally open the image in a new tab in the currant instance of GIMP.
However, in the last 2 updates (2.8.14 and 2.8.22) GIMP now opens a instance of GIMP when the files are clicked on.
In the most recent update only (2.8.22) GIMP now creates a copy of the .xcf file in the original folder, and then opens the copy in a new instance of GIMP.
This seems to go against Mac's typical functionality of only keeping a single instance of a program running.
