Software Restriction Policy Causes 32-bit twain.exe to fail on gimp launch

Description
Having gimp install to the 64bit directory (the default) causes twain.exe and pythonw.exe to fail on program launch if software restriction policies are in place.
I understand the current version of GIMP is 64bit but the builtin python for Windows is 32bit.
Software restriction policy, also referred to as application whitelisting is a mitigation against malware attacks to disallow non admins from running programs from a directory not in the whitelist. i.e. code does not launch from the users diectory.
A side effect also seems to be that the microsoft policy of not running 32bit components of a 64bit program from outside of the "Program Files (x86)" directory starts to be actually enforced
To work around this problem select customize in the installer and install the whole thing into "Program Files (x86)" Everything launches as normal
If it was feasible to bundle 64bit versions of twain and php with the windows gimp install that would be forward looking...
