Windows installer includes an incomplete Python

Description
The Windows installer seems to include some, but not all, of the files required to use the Python Tkinter module.
To illustrate, From the Python console: import Tkinter
root = Tkinter.Tk() Traceback (most recent call last): File "

This probably means that Tcl wasn't installed properly.
So the question is - Do you want to include the Tkinter module in the installation? If not, then you could make the installer slightly smaller by not including the extra files. If yes, then you need to include the missing files.
