	* configure.in: added GIMP_API_VERSION to the generated gimpversion.h.

	* libgimpbase/gimpenv.c (gimp_toplevel_directory): use
	GIMP_API_VERSION instead of GIMP_MACRO_VERSION.GIMP_MINOR_VERSION
	when building a path to test the plug-in executable path against.
