Issue #9277: "New Layer Group" puts multiple selected layers into one group
This attempts to resolve #9277. Currently, if you select multiple layers and choose "New Layer Group", it creates one layer group per layer (e.g. if you have five layers selected, it creates 5 new groups).
This patch changes the behavior so that those five layers would be automatically added in-order to a single new layer group. An example of the interaction is below:
