libgimp API: fix #9317 vectors export all

Fix bug and annotations.

Test case using ScriptFu, see issue: new file, create a path, in SF Console: (gimp-vectors-export-to-file 1 "tmpV" 0)

The code is different in 2.10. I don't think it needs backport, but I did not test 2.10 for same issue.
