libgimpbase: add hygon cpu detection and enable MMX/SSE support
As Hygon Dhyana(Family 18h, CPU Vendor ID "HygonGenuine") share similiar arch with AMD family 17h, add Hygon CPU vendor ID detection and reuse arch_accel_amd() function to setup CPU feature.
