Draft: Add Mid Gray Neutral Theme

This is a mid gray neutral theme made on the request of the developer documents. The base color that I used in the theme is #777777 per conversation on IRC. Then to provide a little contrast, I made the two side panels slightly darker. I also used a lighter color instead of the blue accents previously used. Most of my text is white.
