gitlab-ci, build: testing native Windows build.

Ok here is for a first version of a native Windows build.

It won't replace the cross-builds (it is also useful and needed to have cross-builds because that's how non-Windows devs can fix Windows bugs too!), though these might become nightlies only at some point.
