flatpak: Fix build

Christopher Davis requested to merge BrainBlasted/gimp:wip/cdavis/fix-flatpak-builder-building into master

Add patches and dependencies needed to build the development version of GIMP. Also switches the in-tree manifest to using the nightly branch of the GNOME SDK and meson as the buildsystem.
