Issue #5474: Add sideways text orientations

Adds two new text orientations as discussed in issue #5474. GIMP_TEXT_DIRECTION_SIDEWAYS_RL rotates the text 90° clockwise, GIMP_TEXT_DIRECTION_SIDEWAYS_LR rotates the text 90° counterclockwise. In contrast to vertical + mixed orientation even CJK characters are rotated.
