WIP: propsed gimpfu v3. See issue #4717

Prototype port of gimpfu to Gimp 3. See issue #4717 (closed). Other issues I have or will open are probably related, to support the port of gimpfu. Thus to some extent the other issues are noise unless #4717 (closed) becomes sanctioned.
