plug-ins: Use older ICNS format to export small icons

@lukaso Hi! Could you try adding this patch and see if it fixes or improves the problem you had in Infrastructure/gimp-macos-build#64?

I need to review the older compression code some more, but at the very least, you should see the right image of Wilber even if the RGB values are off.
