Draft: Restore GTK2 scroll behavior on image tabs

This is a draft merge request to demo the request in Teams/GIMP/Design/gimp-ux#104

It re-implements the GTK2 behavior of mousewheel scrolling through the image tabs on the single window mode canvas. @Mapsking, @wscp, @rangelovd, feel free to try it out when you have time and share your thoughts.
