Allow snapping GimpDial and GimpPolar to 15° intervals

These two commits respectively allow snapping GimpDial and GimpPolar widgets to 15 degree intervals by holding Shift while adjusting -- a small, but handy little feature I've missed from Photoshop, and one consistent with its function in the rotate/transform tools.
