PDB and ScriptFu: obsolete deprecated PDB procedures and deprecated Scheme functions

Draft until testing plugins complete.

@Jehan per discussion on IRC yesterday, breaking PDB API for major release 3.0, as always planned, finally pulling trigger. This should not affect libgimp.
